Three workers from England and one from Scotland each held the highest level three certification in their trade, meaning they were experts in the climbing, lifting and rescue techniques. They went to Dunedin, New Zealand to work for Avalon, a subcontractor on the stadium construction project.
Polyurethane foam liquid (PU) was sprayed onto the facade before covering it with concrete. PU can ignite and burn if exposed to a sufficient heat source. PU has been banned from use in high-rise buildings in the US and Europe due to the fire risk, and in Germany, buildings higher than 22 meters can only use inorganic materials.
